Boko Haram plans To Infiltrate Nationwide Protest — Police

The Police Command in Yobe, says the Boko Haram insurgents have planned to infiltrate the planned nationwide protest in the state.

The spokesman of the Command, DSP Dungus Abdulkarim, stated this in a statement on Saturday in Yobe.

He said intelligence received by the command indicated that foreign mercenaries were engaged to destroy lives and property at the protest.

Abdulkarim therefore called on individuals planning to participate in the protest to exercise caution.

“As Yobe state recovers from insurgency, the Commissioner of Police, CP Garba Ahmed, acknowledges citizens’ constitutional rights to peaceful assembly.

“While we alert citizens to sinister motives, even peaceful protests at this time may be ill-timed.

“Recent insurgency activities in Gujba LGA, including an improvised Explosive Device (IED) explosion, have raised concerns.

“We are unprepared to face additional security challenges,” he said, and warned that criminals trying to hide under the protest to destabilise the state would face the wrath of the law.

According to Abdulkarim, for a hitch-free protest, the protesters are required to indicate proposed protest routes and assembly points.

The spokesman said they should also state expected duration of the protest, names and contact details of leaders and organizers and measures to prevent hijacking by criminal elements.

“By providing this information, we can deploy adequate personnel and resources; designate specific routes and areas, establish clear communication channels, and minimise the risk of violence, property damage, or criminal activity.

“We encourage protesters to cooperate with the Police, obey the law, and adhere to global best practices for peaceful assembly.

“We are committed to working with all to promote peaceful expression and maintain public order”.

Boko Haram Trying to Embarrass This Govt But They Won’t Succeed — Defence Chief

Chief of Defence Staff, General Christopher Musa, on Monday, said the recent bombing in Gwoza and Pulka towns of Gwoza Local Government Area of Borno State, were meant to embarrass the government.

According to reports that multiple suicide attacks were recorded in Borno last week, leading to nearly 40 deaths.

When he paid a courtesy call on Governor Caleb Mutfwang of Plateau State on Monday, the Defence Chief assured Nigerians that the perpetrators of such evil act would not succeed.

“The armed forces of the Federal Republic of Nigeria and other security agencies agencies are working tirelessly to ensure that there is peace and security in the country. What had happened in Gwoza shows clearly those that mean bad or evil for the country are not relenting. And so, we must continue to work hard.”

“It was a deliberate thing to embarrass the government but they would not succeed. Recently, we were able to arrest persons with IED equipment trying to blow up some installations. We will continue to work heard. Our appeal to Nigerians is those people perpetrating this evil act are within. They sleep and live within our environment.

“If we report as quickly as possible, actions would be taken. Security cannot be everywhere. We are not magicians. We also rely on intelligence we are getting from the people. That is why we call on Nigerians that the responsibility to secure Nigeria depends on all Nigerians working together with security agencies. We are committed to ensure that is achieved,” he added

Naira Swap Policy May Affect Fight Against Boko Haram, ISWAP, Others –National Security Says

The National Security Adviser (NSA), Make.-Gen. Babagana Momguno ( retd) has said that the change of currency and cashless policy of the Central Bank of Nigeria (CBN) may affect the operations of troops fighting terrorism and insurgency.

Nigerian troops have been fighting Boko Haram and ISWAP terrorists as well as other major threats to the country’s security.

Monguno disclosed this when he appeared before an Ad hoc Committee of the House of Representatives on change of currency and cashless policy on Thursday in Abuja, the News Agency of Nigeria reports.

Monguno, who was represented by the Head of Defence Unit, Rear Admiral Abubakar Mustapha, said that even in advanced countries, such policies could affect operations of troops if not well implemented.

“Because of the sensitivity of some of this information that will come and bordering on security, there are things we cannot say in the media.

“Globally, military operations, even in first world countries, such policies, if not well properly thought out, will affect some certain operations.

“Some of our soldiers are deployed in places where they cannot actually access digital means of paying for their daily subsistence; that is the main issue that NSA has been talking about.

“It is important that this committee sits down and articulates better ways of actually addressing these issues,” he said.

Earlier, the Chairman of the committee, Ado Doguwa (All Progressives Congress-Kano) said the committee was interested in knowing the implications of the policy on national security.

He said that the committee would interface with major stakeholders to determine the effect of the policy on the economy.

According to Doguwa, from what the committee had so far gathered, the policy posed a challenge to agriculture, economy and security.

He described the policy as unpopular among Nigerians, saying it has caused hardship and may affect the forthcoming general elections.

Doguwa adjourned the meeting to Friday, February 10 for the committee to meet with the Minister of Finance, leadership of the Nigerian Security Printing and Minting Company Plc and National Chairman of the Independent National Electoral Commission.

Federal Government Accuse Boko Haram, Bandits, ISWAP, IPOB, Yoruba Nation Agitators For Food Scarcity

Federal government has blamed Boko Haram, ISWAP, bandits, the Indigenous People of Biafra (IPOB) and Yoruba Nation agitators for increasing food scarcity across Nigeria.

Minister of Defence, Bashir Magashi, says the prevalence of these groups has adversely affected food security thereby posing a new dimension of threats to the country.

“Regrettably, the prevalence of these threats has continued to endanger not only national security and economic growth but also food security.

“In particular, food security has been adversely affected with the attendant rise in the prices of foodstuff across the country which portends a new dimension of threat,” he said.

Mr Magashi said this at the opening of a retreat for Defence Advisers/Attaches Conference, organised by the Defence Intelligence Agency (DIA) on Monday in Abuja.

He said the attacks by Boko Haram and ISWAP in the North-East and banditry and herder/militia in the North-West and Central posed serious threats to Nigeria.

According to him, states in the South-South region are plagued with illegal oil bunkering, piracy and militancy while the South-East is challenged with secessionist activities of IPOB.

He added that the South-West region is equally faced with secessionist inclination driven by ethnic agitators as well as occasional tension between herders and farmers.

Mr Magashi called for collaboration between the security agencies to “come up with innovative ways of identifying and confronting” these challenges.

The minister said this was necessary in order to “create an enabling atmosphere for economic activities to thrive and to attract Foreign Direct Investment.”

You Must Welcome Repentant Boko Haram Terrorist As Your Brothers - MURIC Group Tells Borno Residents

The Muslim Rights Concern (MURIC) has urged in Borno State people to treat 'repentant' Boko Haram insurgents and ISWAP fighters like brothers newly found.

The group also warned against discrimination against the 'repentant' terrorists.

It noted that they should be trained to have skills to enable them cater for themselves and their families.

This comes after Governor Babagana Zulum of Borno State appealed to the Nigerian Government and Nigerian Army to assist the state government in resettling and reintegrating the 'repentant' insurgents into society.

The group made the plea on Thursday and was signed by the Professor Ishaq Akintola the director.

In the statement, the group noted that making peace is cheaper than fighting wars, adding that meaningful development and growth can only occur in a peaceful environment.

“Nigeria’s North-East war zone has witnessed a dramatic change with Boko Haram insurgents and ISWAP fighters laying down their arms in their thousands. Consequently, the zone has been inundated with an unusually large number of ex-insurgents and former ISWAP fighters.

“This has created a humanitarian responsibility for the state government. Consequently, the state governor, Professor Babagana Umara Zulum, yesterday appealed to both the Federal Government and the Nigerian Army to assist the state in resettling the surrendering fighters.

“MURIC joins the hard-working Governor Zulum in appealing to both FG and the Nigerian Army to do everything possible in assisting the state government in resettling and reintegrating. A governor who spends most of the day with troops at the war front and most of the night walking around the city, visiting hospitals and teaching in classrooms to ensure that all sectors are working needs to be supported.

“We lay emphasis on the fact that peace-making is cheaper than fighting wars while meaningful development and growth can only occur in a peaceful environment. FG should therefore go all out in ensuring that its deradicalising process is accompanied by stomach infrastructure and economic resettlement."

MURIC appealed to the civilian population in Borno to manifest a spirit of accommodation and integration of 'remorseful' insurgents and fighters.

“Boko Haram insurgents and ISWAP fighters who are surrendering should be resettled and trained in vocations that can enable them to cater for themselves and their families in future. Quick and meaningful resettlement will encourage the remaining insurgents and fighters to embrace peace.

“MURIC also appeals to the civilian population in Borno to manifest a spirit of accommodation and integration of remorseful insurgents and fighters. We warn against the stigmatization of any sort. Returning fighters should be treated like brothers newly found. What they need is our understanding, cooperation and kindness.

“As we round off, we remind both FG and the Nigerian Army that it is more important to win the war than to win the battle. Battles are won in trenches, but the war can only be won in the minds of men. Only a swift, effective and meaningful resettlement of remorseful Boko Haram insurgents and ISWAP fighters can win the real war,” the group added.
