Jonathan, Buhari, Govs present as President Tinubu holds First Council Of State meeting

 

Former Presidents Goodluck Jonathan and Muhammadu Buhari are currently attending the inaugural Council of State meeting under President Bola Tinubu administration.

The meeting is holding at the State House Council Chambers at the Presidential Villa, Abuja.

Former Heads of State, General Yakubu Gowon (rtd) and General Abdulsalami Abubakar (rtd) are virtually attending the meeting. The Governors from Abia, Adamawa, and Akwa Ibom States are also present.

The Council of State, chaired by the president and vice president, includes all living former Heads of State and Presidents, former Chief Justices of Nigeria and the incumbent, the Senate President, the Speaker of the House of Representatives, all state governors, and the Attorney-General of the Federation (AGF).

This body advises the executive on policy-making.

The previous meeting, held on February 10, 2023, under the immediate-past President Buhari, focused on the 2023 elections, issues related to the new Naira policy, and fuel scarcity.

Court Orders Obasanjo, Yar’Adua, Jonathan, Buhari Government To Account For $5bn Abacha Loot

 

Court orders Obasanjo, Yar?Adua, Jonathan, Buhari govts to account for $5bn Abacha loot

Justice Kolawole Omotosho of the Federal High Court sitting in Abuja has ordered the governments of former presidents Olusegun Obasanjo, Umaru Musa Yar’Adua, Goodluck Jonathan and Muhammadu Buhari to give an account of the $5 billion Abacha loot so far recovered.

It was reported that in a judgment delivered last week in a Freedom of Information suit number: FHC/ABJ/CS/407/2020, filed by the Socio-Economic Rights and Accountability Project (SERAP), the court ordered the government of President Bola Tinubu to “disclose the exact amount of money stolen by General Sani Abacha from Nigeria, and the total amount of Abacha loot recovered and all agreements signed on same by the governments of former presidents Obasanjo, Yar’Adua, Jonathan and Buhari.”

Justice Omotosho held that;

“In the final analysis, the application by SERAP is meritorious and the Federal Government through the Ministry of Finance is hereby ordered to furnish SERAP with the full spending details of about $5bn Abacha loot within 7 days of this judgment.”

Justice Omotosho ordered the government to “disclose details of the projects executed with the Abacha loot, locations of any such projects and the names of companies and contractors that carried or carrying out the projects since the return of democracy in 1999 till date.” The judge also ordered the government to “disclose details of specific roles played by the World Bank and other partners in the execution of any projects funded with Abacha loot under the governments of former presidents Obasanjo, Yar’Adua, Jonathan and Buhari.”

Justice Omotosho also stated that

“The excuse by the Minister of Finance is that the Ministry has searched its records and the details of the exact public funds stolen by Abacha and how the funds have been spent are not held by the Ministry. The excuse has no leg to stand in view of section 7 of the Freedom of Information Act.”

Justice Omotosho dismissed all the objections raised by the Federal Government and upheld SERAP’s arguments. Consequently, the court entered judgment in favour of SERAP against the Federal Government.

The judgment in part reads

“The failure of the Minister of Finance to write to SERAP informing it of where the said information exists or to transfer the request to public office who has custody of such information is fatal to their case under section 5 of the Freedom of Information Act.

The Ministry cannot use a blanket statement that it was not in possession of the said records of about $5bn Abacha loot sought by SERAP. The government failed to provide details of the projects executed with the money. It also failed to provide locations of the projects and the names of the companies and contractors that carried out or are carrying out the projects funded with the money.

I hold that by the clear wordings of section 7 of the Freedom of Information Act, 2011, access to information about spending details of $5bn Abacha loot was denied SERAP by the Federal Government.”

The Federal Government had filed a 14 paragraph Counter Affidavit deposed to by Abah Sunday, Litigation Officer in the office of the Attorney General of the Federation argued that SERAP’s suit is frivolous, as it has not shown that the government denied it the information it seeks.

The Federal Government has also stated that SERAP has not established sufficient interest in its application. The government urged the Court to dismiss the suit. For the sake of emphasis, possession of locus standi has been the bane of the citizens’ advocates, in the public interest litigation, to query transparency and accountability in governance in Nigeria.

In a democratic dispensation, such as in Nigeria, the citizens have been proclaimed the owners of sovereignty and mandates that place leaders in the saddle.

The requirement is a serious fracture of the citizens’ inalienable right to ventilate their grievances against poor governance vis-à-vis expenditure of public funds generated from their taxes. The sacrosanct provision of Section 1(2) of the Freedom of Information Act, which has ostracised this disturbing requirement, has, admirably, remedied the harmful mischief appurtenant to it.


Clearly, section 1 gives a person the right to access any information from any public institution in Nigeria. SERAP is an organization registered in Nigeria and thus a juristic person. As a juristic person, SERAP need not show any specific interest in the spending details of about $5bn Abacha loot to be entitled to the same.

I therefore hold that SERAP is entitled to the information on the spending details of about $5bn Abacha loot, and need not show any special interest in the information sought.

The provision of Section 4 of the Freedom of Information Act is quite clear and mandates that public institution or public officer such as the Minister of Finance and the Attorney General of the Federation and Minister of Justice must make available the information requested within 7 days of the request.”

In the letter dated 8 July 2023 sent to President Tinubu on the judgment, and signed by SERAP deputy director, Kolawole Oluwadare, the organization said

Buhari Government To Spend N13.8billion To Pay Pensions To Ex-Presidents Obasanjo, Jonathan, Atiku, Others In 2023

 

An analysis of the proposal revealed that a total of N10.5bn would serve as “benefits of retired heads of service and permanent secretaries.”

 
 The President Muhammadu Buhari-led Nigerian government has designated the sum of N13,805,814,220 in the 2023 appropriation bill for the payment of pensions to former Presidents, Vice-Presidents, Heads of State, Chiefs of General Staff, retired heads of service, permanent secretaries, as well as retired heads of government agencies and parastatals in the 2023 fiscal year.

In the list of beneficiaries are former Presidents Olusegun Obasanjo and Goodluck Jonathan, as well as Vice-Presidents Atiku Abubakar and Namadi Sambo.

Others are ex-military Head of States, General Yakubu Gowon and General Abdusalami Abubakar, as well as former dictator and self-styled military President, General Ibrahim Babangida, and a former Chief of General Staff, Commodore Ebitu Ukiwe (retd.).

Iit was stated in the budget that a total of N2.3bn would be for “entitlements of former presidents/heads of states and vice-presidents/chief of general staff.”

An analysis of the proposal revealed that a total of N10.5bn would serve as “benefits of retired heads of service and permanent secretaries.”

The budget also revealed that a total of N1bn would be paid as “severance benefits to retired heads of government agencies and parastatals.”

At state level, governors and their deputies are also entitled to humongous pensions when they leave office and a number of former chief executives of the various states are known to be beneficiaries of the huge pensions, which include monthly payment, purchase of new vehicles, building of mansions and payment of domestic workers.

I Can’t Tell If I Would Contest – Ex-President, Jonathan Speaks On 2023 Election

 

Former President Goodluck Jonathan on Friday reacted to calls that he should run for the 2023 Presidency.

Jonathan said he could not tell if he would run for presidency in 2023, Daily Post report

He disclosed this while addressing some supporters who besieged his office in Abuja, asking him to run for the Presidency in 2023.

Jonathan was quoted as saying, “I cannot tell if I’m contesting.”

Hundreds of supporters, including women and youth groups, had stormed his office, asking him to contest for President in 2023.

The supporters arrived at the office with a musical band around 8:50am.

They lamented that hunger, insecurity, and unemployment, among others, had become the order of the day since he left office.

The supporters said that both men and women had turned to beggars because of the unfavourable policies of the present administration.

Obasanjo, Yar’Adua, Jonathan Didn’t Love Nigerian Policemen As I Do – President Buhari Boast



President Muhammadu Buhari has taken a jab at Ex-nigerian presidents.


Buhari says he is more committed to Nigerian policemen’s welfare than former Presidents Olusegun Obasanjo, Umaru Yar’Adua and Goodluck Jonathan.

He accused the trio of underperforming in their commitment to reforming the police force but praised himself for turning around the fortunes of the cops.

On Tuesday, Mr Buhari, represented by the Minister of Police Affairs, Maigari Dingyadi, disclosed this in his remarks while declaring open a two-day retreat for senior police officers open in Uyo.

“Indeed, since the commencement of the current democratic journey in 1999, no government has shown so much commitment to the welfare and institutional advancement of the Nigerian police than the current government of President Muhammadu Buhari,” he stated. “This administration has prioritised the reform, re-equipment, and re-engineering of the Nigerian police, being the lead and most critical agency in the nation’s internal security architecture.”

The president said his regime had recruited 40,000 police officers in the past four years, just as he noted that his administration granted assent to the Nigerian Police Trust Fund Ac.

He also stated that his regime carried out an upward review of salaries and allowances of the rank and file in a bid to boost the morale of the Force.

Mr Buhari added that the government also assented to the Nigerian Police Regulatory Bill 2020 to reposition the police force.

Earlier, in his welcome address, the Inspector General of Police Usman Alkali Baba said any organisation without a vision was bound to fail, so the retreat would align the officers with the current and evolving policing and internal security realities.

The police boss said the police would continue to explore all available strategies in guaranteeing the security and safety of Nigeria, according to its mandate.

Former President Goodluck Jonathan, has reacted to claims made by the presidency that he was responsible for the delay in the appointment of Ministers by President Buhari in 2015.

‘If PDP Doesn’t Return To Power In 2019, I Won’t Sleep Well’- Goodluck Jonathan

Former President Goodluck Ebele Jonathan has said he won’t sleep well if the People Democratic Party(PDP) does not return to Power in 2019.

Taking responsibility for the poor performance of the party in that election, Jonathan said his focus now is to take the PDP to its former position.

He spoke when he received a chairmanship aspirant of the PDP, Bode George at his Otuoke residence in Bayelsa state.

“Whether I like it or not, I must take responsibility for the defeat because I led the party to the election,” the media team of George quoted Jonathan as saying.


The former president said he was working with other stakeholders to ensure that the party was well organised to take back power.


Promising that the mistakes of the past would not be repeated, Jonathan advised the party to take steps to regain the confidence of the electorate.


“My priority now is how to ensure that the Peoples Democratic Party regains the presidency in 2019… The only thing that will make me sleep well is to ensure that the PDP comes back to power.”

Jonathan Is A Patriotic, Exemplary Leader- APC

The ruling All Progressives Congress APC has congratulated Nigeria’s immediate-past president, Dr Goodluck Jonathan on his 60th birthday, describing him as a “patriotic and exemplary” leader.

'People come to me every day saying they want me back' - Former President Jonathan

As 2019 approcahes, the political permutations begin to unfold and in this interview with Dele Momodu, former President Goodluck Jonathan has spoken on the possibility of him contesting come 2019.

When asked if he'll contest in 2019, he said , “contest again? No. People come to me every day saying they want me back. I’m always moved to tears whenever I go out and see the huge crowds shouting GEJ, we want you, even in the North. Instead of getting swollen headed, I actually reflect on my achievements and mistakes and feel humbled and feel very sober… I have never been a man of inordinate ambition. I’m a man of very modest means. I hardly travel because of the logistical costs. I’ve played my part and I have moved on".

“What if your party decides to invite you again?’ he was asked, “are you not aware that our Party has zoned the Presidency to the North, and the Chairmanship to the South?. Even Fayose that has declared his interest may face big challenges because of the decision of our party” he said
“So there is no way you can ever contest again?”, he answered “I’m not God but I sincerely doubt the possibility”.

'I don't have N1bn to give Goodluck Jonathan' - Olisa Metuh tells court

Former National Publicity Secretary of PDP, Olisa Metuh, says he does not have the N1 billion traveling expenses former president Goodluck Jonathan, has requested him to pay before he can appear as a witness in his ongoing trial at the Federal High Court, Abuja.

Metuh is standing trial for collecting N400 million from the office of the former National Security Adviser NSA, Sambo Dasuki.

Metuh had asked the court to summon the former president to appear in court to testify as one of his witnesses. Jonathan, in an application filed by his counsel, Mike Ozekhome, said he would only appear in court if Metuh paid N1 billion traveling expenses for himself and his security team.

At the resumed hearing of the case today, Metuh through his lawyer, Emeka Etiaba, said he does not have N1bn to give the former president. In a five-page paragraph, Metuh asked that the summon on Jonathan be struck out by the court.

“This application is therefore not only speculative but premature and deserves to be struck out. With respect to demand for deposition of N1bn, the 1st defendant in his affidavit averred that he does not have such amount. We believe that such demand is punitive and meant to frustrate the 1st defendant’s attempt at obtaining an evidence that will assist him in the defense of the charge against him before this court. It is the view of the 1st defendant that from the first day that he was arrested, he made it clear that the release of the money was authorized by the former President and was released by the former NSA, Dasuki. My lord this application simply seeks to set aside the subpoena and to save this nation the embarrassment of having a man who means a lot to the entire country as a former President, to step into the dock to give evidence.“My lord it is unprecedented, and the embarrassment could have been aborted if the charge against the 1st defendant was not preferred after he had disclosed to the EFCC the source of the fund for which the defendants are standing trial. My lord in the circumstance, it is our position that this application be struck out” the statement read
