Update: Police To Go After PoS Operator Without CAC Registration

The Federal Government has said mandatory registration of Point-of-Sales operators nationwide will reduce kidnapping and help security agencies arrest recipients of ransom payments from kidnap victims.

It also vowed that security agencies would go after PoS operators who fail to comply with the directive to register with the Corporate Affairs Commission after July 7, 2024.

The Registrar-General, CAC, Hussaini Magaji, disclosed this at the formal launch of the CAC registration of agents and merchants of fintechs on Wednesday in Abuja.

The event also marked the unveiling of a 24-hour service centre to help prospective applicants get a prompt response to enquiries and approvals.

The government had through the commission on Monday issued a two-month registration deadline for PoS operators to register as corporate bodies with the commission in line with the legal requirements and directives of the Central Bank of Nigeria.

The action backed by Section 863, Subsection 1 of the Companies and Allied Matters Act, CAMA 2020 as well as the 2013 CBN guidelines on agent banking aims to safeguard businesses and strengthen the economy.

It also came against the backdrop of frequent fraud incidents involving PoS terminals and plans to stop trading in cryptocurrency or any virtual currency by the Central Bank of Nigeria.

PoS terminals accounted for 26.37 per cent of fraud incidents in 2023, according to a fraud report by the Nigeria Inter-Bank Settlement System Plc.

Last week, the CBN stopped major fintech firms like Kuda, Opay, PalmPay and Moniepoint from onboarding new customers. The fintech firms later warned their customers against trading in cryptocurrency or any virtual currency on their apps, threatening to block any accounts found engaging in such activities.

Speaking at the event, Hussaini reiterated the government’s resolve to fully implement the mandate by providing a fully digitised service centre for easy registration.

He emphasised that the registration process aligns with both legal requirements and the directives of the CBN mandating individual, merchant or business entities to be captured in its database.

He further warned that the 60-day deadline would not be extended while stressing that defaulters would receive adequate punishments after the deadline.

He said, “We have launched a 24-hour service centre to accommodate enquiries from Point of Sales operators and agents who may want to register as directed by the new policy. The secretariat is filled with staff members who have the responsibility of availability, and some are being saddled with the responsibility of approving requests. We have equipped the secretariat with the necessary facilities.

“This is to show you how the government is taking this issue seriously and the centre will be open for a 24-hour service. It will be open for compliance and any feedback from the public especially PoS operators who have been mandated to register their businesses with the commission.”

He added, “We have trained our staff to accommodate these activities and these staff can work from home and that’s why we said 24-hour service. We have equipped them with facilities and they can work from home for approvals and availability segment. The deadline remains 60 days and it will end July 7th.”

Update: I Did Not Kill Mohbad, I Went To Kenya In Search Of Upcoming Stars To Perform For My Mum’s Burial – Sam Larry

Embattled Nigerian socialite Balogun Olamilekan Eletu, aka Sam Larry, has denied having a hand in the death of Promise “Mohbad” Aloba after videos showed him confronting the singer during a video shoot.

“I have been away since August 20th Till now, I don’t know anything other than what was written in the blogs and press,” said Sam Larry, who claimed to have been in Kenya before Mohbad’s death on September 12. He said he was away to search for a star to perform at his mother’s annual remembrance.

In a statement he shared on his Snapchat page, the socialite, an ally of Naira Marley, who was also accused of mistreating Mohbad, explained that the source of his dispute with the late singer was a N2 million owed to him by the “Peace” crooner.

In videos on social media, Sam Larry was spotted confronting Mohbad during a music video shoot with Zlatan, where he harassed the singer.

But despite facing allegations related to Mohbad’s passing, Sam Larry underscored that their disagreement was exclusively centred around the unsettled debt. He asserted that he paid Mohbad N2 million for a performance at his mother’s annual remembrance concert, but the late singer failed to attend.

According to Sam Larry, when asked about the N2 million, Mohbad claimed to have been ill and broke since he was leaving Naira Marley’s Marlian Records. He said Mohbad claimed to have lost his phone when operatives of the National Drug Law Enforcement Agency (NDLEA) raided his apartment in early 2022.

“I then left, all for me to later hear that this same boy was having a musical video shoot the next door, practically next street to my house, so I went there to ask for my money again, we had an argument that lasted five minutes, even one of his friends insisted he was going to pay the money, up till today one kobo they have not paid me, this was early last year. I have since then moved on,” Sam Larry stated.

He further claimed, “ I don’t even know where he lives; I only know his former record label boss and their house. I don’t know any nurse or doctor or hospital; I don’t know anything about his movement; I don’t have that time; I have lost a lot of money than before; you win some, you lose some. This is my story. I came willingly and happily. I know nothing about the musician died.”

He was taken into police custody Thursday evening over the ongoing investigation of Mohbad’s death.

Meanwhile, Mohbad had, in June this year, petitioned the police, seeking protection against alleged threats to his life and properties by Sam Larry.

In the petition, Mohbad alleged that he was shooting a video when thugs numbering about 15 and led by Sam Larry attacked him with dangerous weapons and threatened him. He said Sam Larry claimed to be acting on the orders of Oba Elegushi.

According to reports, Popular Nigerian rapper, Promise Oladimeji Aloba, known professionally as MohBad’s body will be exhumed in next 24 hours.

The Genius MediaNigeria reports that Mohbad, 27, died on Tuesday, however, the cause of his death has been a subject of controversy since the tragic incident.

His words: The Force PRO issued a statement this evening (Thursday) saying that an investigation would commence, and that is what we are going to do.

“If need be, the body would be exhumed. It’s not too late. The body can be exhumed. An autopsy can be performed, and the [Force PRO’s] statement also states that people should bring whatever information they have to the Commissioner of Police in Lagos State.

“That is because we don’t want to do hierarchy anymore. Take it to Force headquarters or bring it to Lagos State Command; it doesn’t matter. We are going to harmonise it within ourselves and ensure that justice is done.”

Giving the live update, the reporter said they have agreed that mohbad’s body should be exhumed this evening or tomorrow morning.

Update: We Increased Tinubu, Shettima, Governors’ Salaries By 114% After Reviewing Nigerian Economy – Revenue Allocation Commission

The Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC) has said it approved the 114 per cent increase in the salaries of President Bola Tinubu, vice president, Kashim Shettima, governors, lawmakers as well as judicial and public office holders, after reviewing the Nigerian economy.

The RMAFC justifying its directive said that “having considered the impact of the review on the economy, the remuneration of the political, public and judicial office holders in the country was adjusted upward by 114%.”

RMAFC is saddled with the responsibility of determining the remuneration appropriate for political officeholders including the President, Vice President, Governors, Deputy Governors, Ministers, Commissioners, Special Advisers, Legislators and the holders of the offices as mentioned in Sections 84 and 124 of this Constitution.

The commission urged the 36 states’ Houses of Assembly to hasten efforts on amendment of relevant laws to give room for upward review of remuneration packages for political, judicial and public officers.

The RMAFC Chairman, Muhammadu Shehu, represented by a federal commissioner, Rakiya Tanko-Ayuba, made the call at the presentation of reports of the reviewed remuneration package to Kebbi State governor, Dr Nasir Idris, on Tuesday in Birnin Kebbi.

He said the implementation of the reviewed remuneration packages was effective from January 1, 2023, adding that the move was in accordance with the provision of paragraph 32(d) of part 1 of the Third Schedule of the 1999 constitution of the federal government (as amended).

He said the last remuneration review was conducted in 2007, noting that it culminated in the “certain political, public and judicial office holders (salaries and allowances, etc) (Amendment) Act, 2008”.

Shehu said, “Sixteen years after the last review, it is imperative that the remuneration packages for the categories of the office holders mentioned in relevant sections of the 1999 constitution (as amended) should be reviewed.

“Pursuant to the above, your excellency may please recall that on Wednesday, 1st February, 2023, the commission held a one-day zonal public hearing on the review of the remuneration package simultaneously in all the six (6) geo-political zones of the country. The aim of the exercise was to harvest inputs/ideas from a broad spectrum of stakeholders.

“The subjective criteria reflected the various expression by stakeholders through memoranda received, opinion expressed during the zonal public hearings and responses to questionnaires administered.

“The objectives of the criteria were obtained from analysis of macro-economic variables particularly the Consumer Price Index (CPI).”

Shehu said that having considered the impact of the review on the economy, the remuneration of the political, public and judicial office holders in the country was adjusted “upward by 114%.”

The chairman explained that with respect to the judicial office holders, the commission considered the introduction of three new allowances.

He listed the allowances to include, “Professional Development Assistant: This is to allow for the provision of two law clerks to all judicial officers in the country.

“Long Service Allowance: This is to guarantee seniority/hierarchy between officers who have been on the bench for a minimum of five years and those that are appointed newly.

“Restricted or Forced Lifestyle: This is to take care of the nature of the lifestyle of judicial officers while in active service.”
